No one, other than Norwegians, should be allowed to enter Norway without quarantining. Even if you have a visa from another country you will still need to attend quarantine when you arrive in Norway. Quarantining is done to protect the general population from contagious diseases. Moreover, this policy is also applied to people with restricted travel eligibility and people on a temporary work permit, as well as to people with permanent resident status in Norway.
